ISTANBUL, Türkiye — Federal Minister for Power Sardar Awais Ahmad Khan Leghari finalized a groundbreaking energy partnership with Turkish Minister of Energy and Natural Resources Dr. Alparslan Bayraktar to transform Pakistan's struggling power sector. The high-level bilateral meeting culminated in the signing of three historic Memorandums of Understanding (MoUs) designed to radically modernize Pakistan's electricity market structure.
Institutional Alliances to Re-Engineer the Grid
Moving past ceremonial gestures, the newly established framework creates immediate operational linkages between the premier power sector institutions of both nations. The strategic agreements pave the way for structured technical cooperation across electricity market optimization, digitized transmission planning, and post-privatization governance.
The signed agreements deploy targeted institutional expertise across three key domains:
ISMO–EPİAŞ: Collaboration on competitive electricity market development and operations.
ISMO–TEİAŞ: Joint frameworks for transmission infrastructure planning and modernization.
PPMC–TEDAŞ: Restructuring distribution grids, advancing digitalization, and capacity building.
Turkish Investors Eye Major Pakistani DISCOs
The diplomatic summit coincided with a high-stakes investment roadshow that drew immense interest from leading Turkish private sector executives. Discussions centered heavily on the upcoming privatization of three power distribution companies in Pakistan: the Islamabad Electric Supply Company (IESCO), the Gujranwala Electric Power Company (GEPCO), and the Faisalabad Electric Supply Company (FESCO).
Minister Awais Leghari emphasized that Pakistan is actively drawing upon Türkiye's successful two-decade transition from a state-dominated grid to a highly competitive, privately led market. The ultimate destination for Pakistan's energy reforms includes dramatically reduced line losses, modernized infrastructure, and a thriving climate for foreign direct investment.
Under the economic vision of Prime Minister Shehbaz Sharif, Leghari reassured Turkish executives that Pakistan's power sector is now firmly reform-driven, transparent, and completely open for business. Officials confirmed that the Istanbul roadshow is merely the first in a scheduled series of international campaigns aimed at securing foreign capital for national energy grids.
