ISLAMABAD, Pakistan — In a major move to strengthen its defense against climate change, the Government of Pakistan has finalized a €40.5 million ($47 million) Technical Cooperation Agreement with Germany. This agreement aims to fund nine strategic development projects across the country. The high-profile pact was signed with the Economic Affairs Division (EAD) in Islamabad.

The agreement will be executed through Germany’s central development agency, Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). This joint venture marks a new chapter in the decades-long partnership between the two countries, focusing heavily on building long-term environmental and economic resilience.
A Three-Pronged Attack on Ecological Vulnerability
The newly allocated funding will go directly toward projects in three key sectors: climate action, renewable energy transition, and adaptive social protection. By combining these three areas, the initiative aims to create a safety net for local communities, helping them better handle climate shocks while building cleaner power systems.
Rather than funding temporary relief work, this multi-million euro package focuses on long-term technical assistance and capacity-building. This approach ensures that local institutions gain the specialized knowledge needed to manage clean energy transitions and environmental threats independently
Decades of Trust-Based Bilateral Cooperation
The formal signing ceremony was led by Pakistan's Secretary of Economic Affairs, Muhammad Humair Karim Kidwai, and the German Ambassador to Pakistan, Ina Lepel. During the event, Secretary Kidwai noted that the two countries have maintained a strong development partnership since 1961, built on a foundation of mutual trust.
With this latest agreement, Germany cements its position as one of Pakistan's most reliable international partners. Germany's active, ongoing bilateral development portfolio in Pakistan now stands at an impressive €550 million.
