The National Database and Registration Authority (NADRA) has officially clarified that the Digital ID and dematerialized credentials available through the PakID platform carry the same legal weight as physical identity cards. This directive, issued on March 15, 2026, confirms that all public and private entities must accept digital credentials as valid proof of identity across Pakistan.
Legal Framework for Digital Identity
The clarification comes after reports surfaced of various offices and service providers demanding physical CNIC copies and refusing digital versions. NADRA has stated that such practices directly contradict the National Database and Registration Authority Ordinance 2000.
Under the newly enacted NADRA Digital Identity Regulations 2025, digital credentials have been granted full legal recognition. These regulations ensure that technology-driven identity services are integrated into the country’s formal administrative and financial sectors.
Key Provisions of the 2025 Regulations
The authority highlighted two critical regulations that mandate the acceptance of digital IDs:
Regulation 9: Establishes that a digital identity credential issued by NADRA has the same legal status, validity, and evidentiary value as a physical card.
Regulation 10: Compels any public authority, regulated entity, or organization to accept NADRA-authorized digital credentials as valid proof of identity.
Data Protection and Compliance
By shifting toward Digital ID usage, NADRA aims to reduce the widespread reliance on physical photocopies. This transition is a strategic move to strengthen the protection of citizens’ personal data and minimize the risks associated with identity theft and misuse.
All government departments, financial institutions, and telecom operators are advised to update their internal protocols immediately. Field offices have been instructed to comply with these legal provisions to ensure a seamless experience for citizens.

Citizens who encounter a refusal to accept their Digital CNIC are encouraged to take action. NADRA has opened official complaint channels to document these instances and ensure legal compliance is enforced across all sectors.
