ASHGABAT, TURKMENISTAN — Turkmenistan has officially unveiled its priority vectors for the upcoming 81st session of the United Nations General Assembly, outlining a comprehensive diplomatic strategy centered on global peacebuilding, artificial intelligence governance, and sustainable transport infrastructure.
Under the leadership of President Serdar Berdimuhamedov, the Central Asian nation reinforces its long-standing foreign policy of permanent neutrality while addressing critical modern challenges.
Universal Peace, AI Ethics, and Diplomacy
A cornerstone of Turkmenistan's strategic proposals is the creation of an International Code on the Peaceful Use of Artificial Intelligence in International Relations and Diplomacy. To advance digital trust, Ashgabat plans to host an international expert dialogue focused on responsible AI deployment.
In addition to technological governance, Turkmenistan will advocate for declaring 2027–2037 as the UN Decade of Dialogue and Preventive Diplomacy. The nation also plans to initiate intergovernmental consultations to draft a Strategy for Universal Peace and establish a Group of Friends of Multilateralism and Sovereign Equality of States.
Key Global Initiatives Proposed by Turkmenistan
Global AI Code: Development of an international framework for AI in diplomacy.
Sustainable Transport: Launch of a transregional transport corridor connecting South and Central Asia to Europe via the Caspian Sea, alongside a Global Atlas of Sustainable Transport Connectivity.
Climate Action: Establishment of the Ashgabat Climate Dialogue to foster regional resilience against drought and water scarcity.
International Law: Proposal to declare 2028 as the UN Year of International Law.
Expanding Transport Corridors and Climate Resilience
Building on the adoption of the UN Decade of Sustainable Transport 2026–2035, Turkmenistan aims to strengthen its role in transport diplomacy. The nation will propose establishing an International Center for Sustainable Trade Logistics and Customs Cooperation on its territory.
On environmental matters, the proposed Ashgabat Climate Dialogue will serve as a multilateral platform designed to address severe climate risks, water management issues, and regional energy connectivity.
Bid for UN Security Council Membership
Turkmenistan’s foreign ministry confirmed that preparatory work is underway to nominate the country for election to the UN Security Council for the 2031–2032 term. This initiative follows Turkmenistan's active membership in the UN Economic and Social Council (ECOSOC) for the 2026–2028 term.
