ISLAMABAD — The Pakistan Institute for Parliamentary Services (PIPS) officially implemented a sweeping set of austerity and energy conservation measures on March 19, 2026, to ensure fiscal discipline and the responsible use of public resources. Acting on the directives of Chairman Senate and President PIPS Board of Governors, Syed Yousaf Raza Gilani, the Institute has aligned its operations with the strict protocols recently adopted by the Senate and National Assembly Secretariats.
Hybrid Work Model and 4-Day Work Week
In a major shift to operational dynamics, PIPS has transitioned to a four-day working week, running from Monday to Thursday. To further reduce the institutional footprint, a 50% hybrid working model has been introduced. Under this rotational system, half of the staff will perform duties on-site while the remainder works remotely.
The Institute confirmed that employees working from home must remain fully accessible via digital platforms. Staff may be required to report to the office on short notice to ensure that core parliamentary support functions remain uninterrupted.
Drastic Reductions in Energy and Transport Costs
To meet national sustainability goals, PIPS is targeting a 70% reduction in energy consumption. This initiative mandates that all official trainings, meetings, and events be scheduled during daylight hours to minimize electricity usage. Furthermore, a complete ban has been placed on foreign tours, with all international engagements now being conducted virtually.
The transport sector has seen equally rigorous cuts:
70% of official vehicles have been grounded immediately.
Strict monitoring has been implemented to curtail all unnecessary travel expenditure.
Fiscal Discipline and Salary Surrenders
Financial constraints have led to a 20% reduction in the non-ERE (Employees Related Expenditure) budget for the fourth quarter of the current fiscal year. In a move reflecting federal government decisions, high-earning officials are also contributing directly to the treasury.
Officers drawing a monthly salary of PKR 300,000 or more will surrender either two days' salary or between 5% to 30% of their gross pay. Additionally, PIPS has discontinued all non-essential procurements and banned official dinners and receptions, except for those hosted for visiting foreign delegations under strict austerity protocols.
These measures are effective immediately and will remain in force until further notice as the Institute balances its research and capacity-building mission with national economic priorities.
