RABAT (October 19, 2026) — His Majesty King Mohammed VI of Morocco, accompanied by His Royal Highness Crown Prince Moulay El Hassan, presided over a Council of Ministers at the Royal Palace in Rabat to adopt the general guidelines of the Draft Finance Law for 2027. The strategic roadmap focuses on economic resilience, job creation, and boosting citizen purchasing power despite ongoing international market instability.
Presenting the outline under Article 49 of the Constitution, the Minister of Economy, Finance and Public Performance highlighted that Morocco's economy remains resilient under the King's leadership. The national economy is projected to grow by 4.7% by the end of the current year, with inflation controlled at 0.7% and the budget deficit reduced to 3% of GDP.
Key Pillars of the 2027 Draft Finance Law
The 2027 budget focuses on five fundamental national priorities designed to spur long-term economic growth:
Restoration of Purchasing Power: Implementing structural market and price reforms starting in 2027, expanding medical coverage, and revaluing direct social assistance.
Youth Education and Employment: Launching an integrated national youth program (2027–2031) centered on skills training, incubation, direct access to finance, and business guarantee mechanisms.
Advanced Regionalization: Accelerating territorial development through clearer regional competencies and executing the National Charter of Administrative Deconcentration.
Strategic Sovereignty: Strengthening national security across critical sectors including water, green hydrogen, gas infrastructure, renewable energy, food supply, and digital governance.
Economic Strength and Reforms: Building a robust economy capable of funding social ambitions while developing new sovereign industrial ecosystems and maintaining fiscal balance.
25 Billion Dirhams Allocated for Regional Development
The Draft Finance Law for 2027 places special emphasis on boosting private investment by strengthening the support mechanisms outlined in the Investment Charter. Key focus areas include reforming Regional Investment Centres and driving targeted support toward very small, small, and medium-sized enterprises (SMEs).
In line with Royal Directives, Morocco will streamline youth support policies across education, housing, and employment into a unified policy. To accelerate regional progress, the government has mobilized 25 billion dirhams toward a new generation of integrated territorial development programs.
