The session highlighted a growing gap between international environmental goals and the legislative ability to enforce them. Naveed Qamar noted that without specialized training, legislators cannot effectively meet the challenges of modern governance or ensure that international agreements translate into local action.
Strengthening International Ocean Governance
Coinciding with Qamar’s remarks, Mexican authorities presented a strategic framework for an “International Program for Oceans Environmental Restoration.” This ambitious proposal aims to address the deteriorating state of marine ecosystems through coordinated global oversight.
