Diplomatic relations between Pakistan and Romania represent a stable and friendly partnership. The two countries formally established diplomatic ties in 1964, after which political engagement, trade cooperation, defense collaboration, education, and cultural exchanges have steadily expanded. In the broader context of the international community and the European Union, these relations are considered an important component of Pakistan’s diplomatic outreach in Europe.

Speaking at a ceremony held in Islamabad to mark Romania’s National Day on December 1 and the completion of 61 years of Pakistan–Romania diplomatic relations, Ambassador Dan Stoenescu stated that ties between Pakistan and Romania are no longer limited to diplomatic engagement alone. Instead, they have evolved into a strong and comprehensive partnership.

He emphasized that this partnership is built on mutual trust, cultural harmony, educational cooperation, trade development, and defense relations, reflecting the growing depth of bilateral ties within the framework of global politics and international cooperation.

Historical Background and Key Milestones

 

1960s–1970s: Establishment of Diplomatic Ties

Pakistan and Romania formally established diplomatic relations in 1964. At the time, Romania—then part of the Eastern Bloc—pursued an independent foreign policy and strengthened ties with developing countries, including Pakistan.
Romania also opened one of its earliest diplomatic missions in South Asia by establishing its embassy in Islamabad.

1980s: Economic and Technical Cooperation

During this period, cooperation expanded in the fields of engineering, energy, and construction. Romanian experts contributed to Pakistan’s oil and gas exploration, heavy mechanical engineering, and hydropower projects, while bilateral trade gradually increased.

1990s: Transition Period

 

Following the fall of communism in Romania in 1989, the country underwent major political and economic reforms.

  • Relations with Pakistan remained positive

  • Economic cooperation slowed temporarily

  • Both countries continued to support each other at the United Nations (UN) and other international forums

2000s: Renewed Engagement

 

After 2000, high-level visits resumed, and several agreements were signed in the areas of:
