The Kazakhstan’s Ambassador Yerzan Kistafin delivered a significant speech on the nation’s role and vision within the Shanghai Cooperation Organization (SCO). As a founding member and the current chair of the SCO, Kazakhstan’s contributions and strategic initiatives were highlighted, underscoring its commitment to regional stability, economic integration, and cooperative problem-solving. The event, roundtable discussion, “Astana Summit2024: Solidifying SCO’s Partnerships” was held at Islamabad Institute of Strategic Studies, hosted by CPSC in Islamabad.
Kazakhstan’s Strategic Contributions to the SCO
Kazakhstan has been a pivotal player in the SCO since its inception in 2001. The Ambassador emphasized Kazakhstan’s view of the SCO as a crucial platform for fostering regional security, economic cooperation, and cultural exchange. Highlighting the organization’s expansion to encompass eight member states, alongside numerous observer states and dialogue partners, the Ambassador noted this growth as a testament to the SCO’s increasing global relevance.
Focus on Security and Stability
Kazakhstan’s commitment to addressing regional challenges such as terrorism, separatism, and extremism was underscored, with particular emphasis on the Regional Anti-Terrorist Structure (RATS). The Ambassador reiterated Kazakhstan’s active participation in SCO joint military exercises, like the “Peace Mission” series, which enhance interoperability and strengthen regional defense capabilities.
Promoting Economic Integration and Development
The speech also highlighted Kazakhstan’s advocacy for the SCO’s evolution from a security-focused entity to a comprehensive organization addressing economic and developmental issues. Kazakhstan’s proposals for the SCO Development Bank and the SCO Free Trade Area reflect its vision for sustainable economic growth and regional connectivity. The alignment of Kazakhstan’s “Nurly Zhol” economic policy with China’s Belt and Road Initiative (BRI) was noted as a key element in facilitating the SCO’s economic agenda.
Cultural and Humanitarian Cooperation
Kazakhstan’s dedication to cultural and humanitarian cooperation within the SCO was also emphasized. The nation has promoted numerous initiatives, including the “Spiritual Shrines of the SCO” project and the SCO International Scientific and Practical Conference on the Golden Horde’s heritage. In 2024, Kazakhstan declared the year as the Year of Ecology, promoting environmental protection and cooperation.
Future Priorities and Initiatives
During its chairmanship from July 5, 2023, to June 2024, Kazakhstan has focused on several key areas:
– Reforming and optimizing the SCO’s activities, culminating in the adoption of the SCO Development Strategy until 2035 and the Concept for Improving the SCO’s activities.
– Enhancing security and stability through updated counter-terrorism and anti-drug strategies, and promoting the SCO Initiative “on world unity for a just peace and harmony.”
– Strengthening economic ties, including the proposal for the SCO Investment Fund and the SCO Energy Strategy, as well as initiatives to enhance regional trade and connectivity.
– Deepening cultural and humanitarian cooperation, with Almaty declared the tourist and cultural capital of the SCO for the year.
Kazakhstan’s proactive engagement and strategic initiatives are set to shape the future of the SCO, reinforcing its role as a cornerstone of regional and global peace and prosperity. The Ambassador’s speech concluded with a reaffirmation of Kazakhstan’s dedication to modernizing the SCO and enhancing mutually beneficial cooperation among member states.
